Build a tiny retrieval-augmented step: rank documents by query-term overlap and return only the IDs that will become grounded context. In the Grounded Answer Service system, implement this level as a deterministic contract before composing it with the next service.

Required API

def retrieve_docs(query, docs, k):
    return [document_id, ...]

Behavior

normalize query and document terms
score overlap before generation
return provenance IDs in stable rank order
