one move: define the contract

Build the dataset gate that accepts only rows with a stable ID, required values, and no reserved evaluation ID. Every rejection must remain visible. In the Data Pipeline system, implement this level as a deterministic contract before composing it with the next service.

Required API

def validate_rows(rows, required_fields, reserved_ids=None):
    return {'accepted': [...], 'rejected': [...]}

Behavior

reject non-dictionary rows
require a non-empty stable id
reject missing fields and reserved evaluation ids with one reason

Constraints
